From my perspective, based on my experience, if an unlined lace-trimmed panty is now "officially" named "rhumba pants", it is derived from the lined panty first appearing in c1957. In fact, an article that I refer to in RUBBER PANTIES "R" US urges persons not to use "shell and liner" patnies because "if either the shell or liner rips, the whole garment is useless". What they said to do is used regular baby panties and put the lace-trimmed panties over it. I was already here when I read that, so it is relatively recent. I do not recall them calling the unlined article "rhumba panties". When I saw the title of this post, what I describe as "Rhumba Panties" is what came and comes to mind. I have seen both referred to as "ruffled" panties but then there was a type of baby and adult wetproof panty with lace at the legs and waist (the latter sold by A. C. Medical) that was also called "ruffled" I am not going to belabor this point any further. As with "babydoll" the term has expanded at least in some circles; a natural process but whether that expanded use is actually a term or just part of a loose reference that may become correct via usage, I do not know. It's like "assault weapon" being used to describe a rifle that has neith select-fire or bayonet lug. I have no idea whence came "Rumba panties" in the way that Playtex used in . By that, I mean the sequence of events that brought it about, though, having lived as an aware individual then, I could come up with an educated hypothesis

What is your timeframe of observation. I would guess it would have begun in c1975, with most of it being, since you referenced nieces, in the '80's and '90's, which was as mine was in slow decline. In fact, by the time you were born, so much of the Insterstate System was in place that routinely putting girls between 4 and 7 in diapers for toad trips had ceased since 90% of them were under 2 hours and even age3-1/2 was not common. How did you observe them without making yourself knowable as doing so? I suspect that location and economics may have played a part. 1. They were or are pricier than regular rubber panties, in fact, a good percentage of what was used here were made of the grainy material. 2. Diapers and rubber panties were UNDERWEAR, so something was pretty much always worn over them. However, I never saw them in homes where I did see rubber panties. Now a strange thing about them, though preium pridced, the inside liner was either grainy or papery material that was quite thin and, to me, of dubious quality. I did see that style of panty as part of a so-called dress set. I say "so-called" because the "dress" ordinarily let a bit of the panty show. These came out in the late '60's along with the "sexual revolution" and were, hereabouts considered part of it and considered part of sexualizing children so were not popular here

Look in LL Medico and plastic-pants.com As I said, I first saw them for sale about late 1957. But I have never seen them used on babies IRL over the course of almost 30 years. If they were actually used, I would have seen it at least once. The utter mesmerization these have in the ABDL world, compared to the lack of IRL baby use is one of the more fascinating things

In the 1970's, rubber panties were routinely worn over throw-aways. The leg gathers were not watertight. Even in the late '80's they were recommended over throw-aways by home economics social workers

I did find a pair of Gerber panties on Ebay To me these look like Gary Panties that you would find at LL Medico or plasti-pants.com. You might want one of the baby prints I do not think you will need the high-waist. Back in the day, Pampers et all did not have SAP and depended on the absorbancy of the material so they were quite large and needed full-size baby panties like these. Now,even a premium ABDL diaper will fit in a regular cut Gary and Lowriders are made for throw-aways. I think the regular cut Gary will hold even the MegaMax or other large diaper. The nursery prints are various teddy bears and carousels

A couple of things: 1. IWhen Comco went down in late 2013/early 2014. I set out to find a replacement and found and recommended the Gary 7 mil as in that role. The story is in RUBBER PANTIES 'R' US in the "Conversation" section 2. The last Gerber-style panties I know of were VIP, long ago disconinued. Protex sells one that used to be called "I Can't Believe it's not Gerber" which, for obvious reasons, was renamed. You might go to the Protex site and find it by its resemblance to that brand. When I reviewed it, I said "I can [believe it's not Gerber] since it is made of smooth rather than grainy material like the original Gerber was. However since the 1990's I have found and purchased for my dollies Gerber panties made of smooth material but they were not very "generous". The 1960's to early '80's Gerbers that I saw were made of grainy material and were of no interest to me. Also, in the 60's (If Angela Bauer is to be believed and she was knowledgeable about that brand) to some time around 2000 Gerber made adult size panties. I doubt you will find "generous" adult rubber panties since one of the requirements for adult panties would be unobtrusiveness. Gary has a large size overlap I can fit with a diaper into L, XL and 2XL and somewhat into 3XL
