I've used T-Mobile as I can take my phone to nearly any country and it just works as is.

Using ATT myself, I can assure you that this is what will happen to you when you exceed your service plan with them:bash: I dam* near had to sell everything I owned when I went over my minutes just to make the bastards rich when that didn't actually cost them anything other than a few minutes more usage of their cell towers than they had planned for I'm soon going to Verizon (they really do have better coverage here).
