One one hand, perhaps. ABDL's come from a wide variety of backgrounds and professions.  On the other hand, most ABDL's I know would shy away from diaper jokes were they in this scenario. Paranoia and fear of starting a pattern that would get them outed.  

I think it's more likely that "character in a diaper that isn't supposed to be in diapers" is just an incredibly easy gag to write for cartoons.
