A car tag or license plate that you can say what you want within reason and is limited to 7 to 8 characters depending on where you live in the states.

I would say it's The Down Low. Which generally means keeping some other than savory business out of the public eye; and can more specifically mean being either a gay or bisexual man who publically identifies as straight to safe face (or in the case of some bisexuals who'd rather not be, a form of denial) within the black community.

If it were just "DL", minus "the," I'd have drawn the same conclusion as you have.
