If you’re talking about, strictly a medical supply type store, you probably won’t find any. Maybe if you inquire to one, they might order some, but then you can do that yourself anyway.

Some drug stores sell plastic pants, it is usually a drug store that sells home medical equipment.

 The stores are not national chain stores, you can find them by searching for home medical supplies, in the city you are in.

You can always try Amazon (US) - you can search for whatever you need - many online retailers sell Plastic Pants (or what they call briefs)  search on both terms, you should be able to find them
