Is there any way to make Depend pull ups softer (or any disposable), primarily the inside absorbent part?

Depends tend to be stiffer then other brands I'm not sure why

Yes, using baby powder may help a little.

Using a stuffer helps baby diapers are soft on your parts and add absorbency. I love goodnites they feel awesome down there. A different diaper may in order too if those ones are uncomfortable.

It might be possible to soften the "hand" of those depends by repeatedly doing something to deflect the surface, like bending or running a roller over it, but I would generally suggest simply wearing something else underneath, significantly improving the absorbency over just the depends alone.
