Might be more effective if you said more than "Oops, something went wrong" when you kick people out of chat, like "Chat access denied to HNG", "Failed to follow rules"!

Or better, put up that first screen -- then, when a banned person "agrees" to the rules, a little reminder comes up:

The possibilities are large and the costs can be too Most folks are sharp enough to at least glance through the rules once when they first go into Chat, and when you get a 'warning' from us it shows up on your singing-in to the site You have to be trying really hard to not know when you're in trouble here and it's never done without explanation save for a site-wide ban, which is kind of self-explanatory.
