Phillip Gabaldon-Mondragon was a repeat offender, Attorney General Hector Balderas said. "This was a particularly disturbing case," Assistant Attorney General Tony Long said. "The individual has admitted to law enforcement that he has numerous fetishes that involve babies. Link to comment
