when i was searching threw a topic ( meeting place) under canada i seen my name on there and it says warn: 0% then 5 blue squares what is that

Yay, I get to help. The blue squares increase with the number of times you post.

the warn goes up when someone reports you as beiing a bad boy.

Sorry, I was talking about the blue squares under Avatar. the blue squares you mean, that only you see, go along with warnings, they go down as you become bad.

I also, could be mistaken, there is forum here some where that really explains it.

Everyone has their own warn thing which only they can see. And you only need to be worried if the warn thing no longer says 0% because that means that you are in trouble in some way. The little squares next to the warn thing just show what warn level you are on. Because you are on 0% you will have squares which aren't filled in. It is nothing to worry about really.
