For the fix to work, it would have to be ECONOMICALLY worthwhile. "Possible" is contextual; would it make sense from a business standpoint? To explain furhter. The materials, ebitomized by "Gore-Tex" are tightly woven materials, usually nylon upon which a dollop of plastic, usually polyurethane is depositied, or some variant thereof. Their is still a bit of space left, but this space is too small to let liquid water pass, but big enough to let water vapor pass.
