This reads more like an idea for a story, or a world in which a story might be set, rather than a story itself. Not sure if this was intentional or not but I would enjoy reading more in the future if you wrote from the point of view of one or two characters who were subjected to this "attitude adjustment" and described their feelings and reactions as it happened. At the moment it's a little bit hard to become invested in the story when there's no one to identify or sympathise with.
