Although President Clinton is often best remembered in the LGBT activism community for his support of a ban on lesbians and gay men in the military and his decision to sign the Defense of Marriage Act, he also had a positive contribution to offer. In May 1998, while he was in the midst of the sex scandal that would consume his presidency, Clinton authored Executive Order 13087--banning the federal government from discriminating on the basis of sexual orientation in employment. The policy has remained in effect under the Bush administration.

In 1999, America's largest state established a statewide domestic partnerships registry available to same-sex couples. The original policy granted hospital visitation rights and nothing else, but over time a number of benefits--added incrementally from 2001 to 2007--have strengthened the policy to the point where it offers most of the same state benefits available to married couples.

California's case of a voluntary domestic partnerships policy is rare. Most states granting rights to same-sex couples have done so because the state judiciary has found--correctly--that blocking marriage rights to couples based solely on the partners' gender violates constitutional equal protection guarantees.

Despite the considerable progress that had been made on gay rights issues by 2003, gay sex was still illegal in 14 states. Such laws, though seldom enforced, served what George W. Bush called a "symbolic" function--a reminder that the government does not approve of sex between two members of the same gender.

Hardly a Mandate.

Don't Blame a president that was voted in twice by the people of America that put him there. Blame Those People who put him there. What can the president do in this country that Congress and the Senate cannot revoke? (See the constitution!) Who put them there..the same people who voted before. Wanna change it, vote! You weren't old enough to vote the first time but you were the second term, unfortunately America didn't share your opinion. Now's your chance to Share the Blame... Vote!.. And when You "all" put a person in office that "screws up" the USA, what's your excuse this time...Get over it! Don't forget to blame the Queen of England for the problems overseas too, or was that Tony Blairs Fault too! So your saying an exspectant mother could not be driving a red sports car?

What makes you think that?

Maybe she is thinking ahead and has decided that a sports car will get her to the hospital faster than a mini-van or station wagon.

Its just that kind of thinking that keeps the rest of the world affraid of adults who wear diaperd for the fun of wearing diapers, cause they think that there has to be something wrong with a adult who is wearing a diaper and if they know the adult is wearing the diaper just because they like wearing a diaper than there has to be something wrong in the head of that person.

Allthough from exsperience a red sports car will draw the attention of the local police a lot quicker than any other color sports car.

Good Point Except that is is fairly accurate to a extent most people that own a sports car think they are better than others and the law. (Note most). First She must drive the speed limit, so sports car or not doesn't make a difference. Unless you count the three seconds she saved from light to light, till she get's there. I have seen more people that park in a "Handicap zone" that don't belong there than do. I am a Handicap Veteran, who happened to drive a Red Corvette. I had People Parked Directly behind my car to block me with Handicap Plates Clearly visable..not a fake Sign from my Rearview..but TAGS! When They refused to move..I called the police. They got sited..so I agree with you to a point. The problem is that so many bad ruin it for the good. When was the last time you heard a car alarm go off, that you bothered to look out and see why??? People get Numb to it, Just as those who park in a spot don't belong there either, I don't need a rusted out Station wagon to park in the correct spot, but come on if a Porsche was parked in the same spot..Kinda makes you think of the point, doesn't it?
