I first looked that up due to the tendency of a puppy I have to shed and eat parts of her floor pads. While I suppose there could be a chemical specifically used in Indonesia's sanitary product production which could be inebriating, such as the chemical in Aqua-Dots which was metabolized in the body as GHB, this story has all the characteristics of an urban legend, including how this story keeps coming up every few years as something "new", quoting the same kid, etc...
