That's a little invasive to be true unless it's some pervs hidden camera As far as I know dressing rooms are considered like bathrooms and can't be observed they can watch you going in and coming out ,but inside is off limits .We had a guy who was out on bail for a string of sexual assaults up at the mall , get caught video taping women going and coming from bathroom , the park police wrote him a ticket and MADE HIM DELETE the evidence , so the court threw that case out .
