Just because it's on the internet does not mean it's public domain. It still belongs to the artist and unless there is explicit permission to use it, I would err on the side of caution and NOT use it.

Do be sure that you have permissions to use someone else's work, be it art, words, pics, or anything else

As an artist myself (though no diaperfur or baby fur works yet) always ask the artist for permission first, you can always ask for something custom to be drawn if you can provide details for what you want. Many will ask for a commission, after all, we artists like to get paid, but some will do it gratis.
