That is similar to something I have. Mine is made of something from the former A.C. medical no Rearz. it is a full-circle skirt of about 26" that is turned over up top to create a frill or ruffle., with a matching panty and is a kind of babydoll. I think Rearz still sell them and you should find them in fully transparent as well as opaque and transparent colors (pink, red, blue amber) and prints. They also sell A-line skirts of varying lengths in the same materials. Mine is of a proper length; one that just covers the panties completely enough to be decent, which is about half-way to the knee
